    They need to make a concerted effort to be politically fair. If a concert or play has public funding, it should be fodder for public tv or radio. Affiliates should be better at sharing programming, especially in radio. Nashville could probably generate multiple programs as could NYC and LA. Public radio and TV should be the official EBS. For radio, issue some new AM 50K Clear Channel licenses.
